Approval of Hire Houston First Application
Newly approved “Hire Houston First” Business Designation for a Small Business in Houston, by the City of Houston; Office of Business Opportunity.
Houston, TX. Contractors, Procurement Officers and Business Leaders who need a business in Houston that is approved as a Hire Houston First Company have a new solution. Xyples LLC, in Houston Texas has recently been approved as a Hire Houston First Business.
Hire Houston First was developed by Former Mayor of Houston, Annise Parker. To promote Economic Opportunities for Houston Businesses and to support Job creations in Houston. The City of Houston spends billions of dollars to maintain and improve Houston’s infrastructure while also providing services to the public. Hire Houston First grants the city the ability to give preference to local companies and local workers, as long as the pricing is competitive. The Office of Business Opportunity (OBO) is the administrator of the Hire Houston First program.

In order to quality for Hire Houston First program, the company must meet at least one of the two requirements: The Company must be headquartered within Houston’s Corporate city limits or within 10 local counties of Harris, Brazoria, Chambers, Fort Bend, Galveston, Liberty, Montgomery, Waller, Austin and San Jacinto. Or the company must have at least 20 percent of its workforce within the city limits or ten counties listed above.
Benefit of the program, if contract value is $100,000 or greater, then contract is awarded to local business that is within 3% of the lowest bid. Also if the contract is under $100,000, then contract is awarded to local business that is within 5% of the lowest bid. Chapter 15, Article XI, also permits the city, when procuring goods or services valued at less than $50,000 that are not the subject of a blanket purchase order or contract. The city shall, subject to the requirements of Section 15-181, select vendors and services providers with a principal place of business in the local area. Provided that any such vendor’s bid no more than 5% greater than the lowest bid. In the event the lowest bid is from one other than a city business or local business.
