Approval of Historically Underutilized Business (HUB) Application

Newly approved “Historically Underutilized Business (HUB)” Designation for a Small Business in Houston, by the State of Texas; Texas Comptroller of Public Accounts (CPA).

 

Houston, TX. Contractors, Procurement Officers and Business Leaders who need a business in Houston that is approved as a Historically Underutilized Business (HUB) have a new solution. Xyples LLC, in Houston Texas has recently been approved as a HUB Business.

 

Texas HUB certification has a primary role of promoting full and equal opportunity for all vendors in state contracting. To qualify to be a HUB Business, the Business most meet the following criteria: It must be a for-profit entity that has not exceeded the size standard prescribed by 34 TAC §20.294, and has its principal place of business in Texas, and is at least 51 percent owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman and/or Service Disabled Veteran, who reside in Texas and actively participate in the control, operations and management of the entity's affairs.

 

“The benefit of becoming a HUB vendor is there are 250 state agencies that are looking to do business with HUB vendors statewide. If you qualify to become a HUB vendor through the Comptroller’s office, I would recommend you go through that qualification because it’s free, it’s a free process,” says Lisa Maldonado, HUB Coordinator, Texas Department of Information Resources. “Because it’s another feather in your hat, it’s more exposure. It also opens gateways for opportunities for contracts. Also, state agencies are mandated to follow the good faith effort in all their procurement in commodities and services.”

 

Benefit of the program, HUB certification is free of charge and good for up to four years, provided that the business continues to meet the eligibility requirements. Only certified HUBs are listed in the online Texas HUB Directory. State agencies use the HUB Directory in conjunction with the Comptroller's Centralized Master Bidders List (CMBL) to solicit bids from certified HUBs for state purchasing and public works contracts. Prime contractors also use the HUB Directory to identify HUBs to whom they will send notification of their subcontracting opportunities. For purchases of $5,000 or less, state entities can directly contact a business to buy goods and services. The Texas HUB Directory is also searched by vendors looking for certified HUBs to include in their subcontracting plans for projects of $100,000 or more. Increased exposure to the general public as well as other entities that have a supplier diversity program, and are searching for minority-owned, woman-owned and service disabled veteran-owned businesses.
